Inverter improvements?

water level relay 
  I thought this would be easy, but I'm struggling with the details. I have some lights (12VDC 200W) I want to turn on when the water level in a fountain reaches a certain point (i.e., the fountain is on). Need a sample & hold, low frequency to voltage circuit, no output drift.

Building Your Own Flyback Transformer

Compact Fluorescent Lamp 
  When you turn the CFL on, It will take about 40 sec brighten fully , which make it very inconvenient to use. Can any members help me to explain this phenomenon ? Thank You. Regards
